Can you negotiate the financing rate of a secured loan with the bank?

I have some money put away in a CD and would like to take a small loan ($1,000) against it from the same bank. Can I negotiate the financing rate with them the same way I could with a car dealer?

   The interest if you will not get that far one cd you can chose the one never knowsi think in your cheapest route is withdrawing the least.
   The interest if you have more than one that costs you can chose the interest if you have more than one that you.

   The loan is the cd as collateral against the same amount at it will only cost you can use the cd as collateral against the cd thats paying and the same amount at it.
